Description of Project: 

The project on «HIV/AIDS Prevention in Central Africa (PPSAC)» focuses on strengthening the regional approach to combat HIV/AIDS and STIs in the six CEMAC countries. Through national Social Marketing Agencies like AMSCO in Congo Brazzaville, the Organization for Coordinating the fight against Endemic diseases in Central Africa (OCEAC) tries to ensure a better availability of subsidized quality condoms and to promote a positive behavior change of the target group which shall contribute to reduced HIV/AIDS, reduced stigmatization and discrimination against people living with HIV.

Description of Services: 

The international TA of EPOS assisted AMSCO in institutional strengthening, improving administration and financial management capabilities, transparency and procurement processes according to KfW procedures. Advice focused on:

  • Strengthening regional integration and harmonization of activities and close coordination with the regional coordinator in Cameroon.
  • Strengthening institutional good governance and management integrity: developing a management procedures manual according to the KfW guidelines to improve the organizational and management system.
  • Assisting in applying an internal financial and budgetary control system to ensure good fund management and regular inventories of condom stocks.
  • Co-management of the funds: preparation and launching of new tenders and call for funds, according to the rules of the KfW disposition funds.
  • Upgrading the existing social marketing material and supporting better communication methods; production of new magazines 100 % Jeunes and 100 % Nana, adapted to the target groups.
  • Strengthening the existing distribution network, human resources development.
  • Assisting in the updating of the strategic plan, capacity development in planning and management, creating synergies with other regional financing sources.
  • Follow up of the implementation of measures recommended in the external yearly audits.
  • Monitoring and evaluation of the program indicators and submission of quaterly progress reports.
