The regional hospital Diourbel was constructed 1965-66 with financial support from the German Government. In the past 30 years the physical and technical infrastructure became inadequate to meet the needs of the population. The Senegalese Government applied for support to the German Government for the rehabilitation of the hospital. The expert mission was tasked to determine the various components and activities of the envisaged project.
The objectives of the planned technical cooperation for the rehabilitation of the Regional Hospital Diourbel were: To renovate the hospital, extend capacities where necessary, and to furnish the hospital with the required medical equipment To improve the quality of medical services To strengthen hospital management in all administrative and business matters to assure cost-efficiency To establish the role of the hospital as a regional reference centre. Aspects appraised by the consultant for eventual project implementation included: Assistance during the improvement of the physical infrastructure which would include new constructions, renovations, and assistance in the identification of appropriate equipment Technical support and advice to the maintenance department and procurement department Assistance to nurses and midwifes for the introduction of a nursing unit Strengthening efforts to improve hygiene and sanitation Human resource development and coordination of medical personnel training within and outside the hospital Technical support to the introduction of a quality management system for medical services and the strengthening of management and administrative services (budgets, accounting, personnel) Assistance during implementation of a monitoring system and for developing an operational plan Strengthening the coordination between hospitals in the region Support to information campaigns regarding the role of the hospital and the reference system.
