Inherent problems of the hitherto existing health care system in Armenia, namely over-centralisation, lack of incentives for improved performance and neglect of peripheral areas, had to be replaced by appropriate structures. The redefinition of the state's role in the health care sector was the fundamental issue in the reform process. The overall objective of the mission was to provide the Ministry of Health with policy options and relevant European experience as a basis for taking decisions for the future reform process.
The expert worked with a Project Steering Committee chaired by the Minister of Health and linked to the Ministries of Economy and of Labour and Social Relations as well as with parliamentary committees. Key aspects of policy advice were the improvement of the health sector's management structures and techniques; the decentralisation of the health care system; and the financial reform, which represented a total coverage scheme with elements of social protection.
