While there have been important achievements with respect to global food availability and nutrition, as confirmed by the Global Nutrition Report 2018, overall progress to eliminate all forms of malnutrition by 2030 (Sustainable Development Goal 2.2) continues to be unacceptably slow and uneven. Globally, malnutrition is an underlying cause of about 45% of all child deaths and 20% of maternal mortality every year. This situation is undermining progress across the entire range of the Sustainable Development Goals (SDGs). While there is a growing consensus that a holistic focus on all forms of malnutrition is needed, the general understanding of the effectiveness of different policies and programmes remains insufficient. The actual delivery at scale of both nutrition-specific and nutrition-sensitive actions remains highly variable across and within countries and interventions.
The C4N Programme will provide support to the European Commission (EC) Directorate-General for International Cooperation and Development (DEVCO), EU Delegations (EUDs), national governments of partner countries, regional and global institutions and initiatives as well as to EU member states (MS). It will act globally, with a focus on the EU’s existing 42 priority nutrition countries and combines technical assistance as the major mode of delivery with financial support to selected innovative initiatives.
The overall objective of C4N is to enhance maternal and child nutrition in line with the commitments and strategic priorities of the EC and SDGs. The specific objective of C4N is to enhance the capacities, governance and accountability for evidence- based and inclusive nutrition policy response (in priority countries, regions and global institutions). Its outputs comprise the provision of support services to manage, deliver and communicate on:
Capacity Development: strengthened capacities for nutrition programming and policy response;
Governance and Accountability: enhanced nutrition governance and accountability;
Knowledge Base and Policy Uptake: increased uptake of improved quality data and analysis for developing and implementing effective nutrition-relevant policies.
The C4N consulting services comprise multiple lots with different areas of specialisation. The Nutrition expert for Lot 6 is mainly supporting EC DEVCO to achieve output 3 concerning knowledge base and policy uptake.
Support to DEVCO, MS and EUDs/partner countries on National Information Platforms for Nutrition (NIPN):
Support to partner countries (especially Bangladesh, Ethiopia, Kenya, Laos and Uganda) in establishing and strengthening NIPN and National Evaluation Platforms (NEP); conduct monthly needs-based webinars with all NIPN countries (Bangladesh, Burkina Faso, Ethiopia, Guatemala, Ivory Coast, Laos, Niger, Uganda);
Support to the development of multi-sectoral national nutrition policies and (costed) action plans at both the national and decentralised levels;
Support to the development of case studies through EUDs and MS at country/regional level;
Contribution of nutrition knowledge/developments to the agenda of regional seminars for EUDs and/or MS;
Support to EUDs in the process of setting development priorities for the next Multiannual Financial Framework (MFF) 2021- 2027 and preparing National Indicative Programmes (NIPs)/ Multiannual Indicative Programmes (MIPs) and Regional Indicative Programmes (RIPs);
Support to regional bodies (through related EUDs) in setting strategic priorities on nutrition including the Association of Southeast Asian Nations (ASEAN), the African Union (AU) and the Intergovernmental Authority on Development (IGAD);
Epidemiological advisory services concerning Nutrition & Covid-19 , including regularly review of the international literature;
Any other nutrition-related task allocated to EPOS by GIZ
