Description of Project: 

The Lao-Luxembourg Health Sector Support Programme II focuses on strengthening health systems in three central provinces (Vientiane, Bolikhamxay, Khammouane), with an emphasis on the delivery of quality and accessible Maternal, New-born and Child Health (MNCH). The scope design of LL-HSSP II is based on the World Health Organisation’s (WHO) building blocks of health system strengthening. The interventions are grouped into four key result areas:

  • establishment of the Joint Participatory Mechanism (JPM) to strengthen governance, ensure adequate resources for Chapter 63 budgets and facilitate the national contribution to the financing of priority activities;
  • improvement of quality of health services delivery, particularly for MNCH activities at provincial level;
  • creation of adequate infrastructure and technical conditions to support services delivery in the targeted provinces;
  • strengthen the health system through result-oriented planning and management of provincial health activities.

EPOS is contracted to conduct a project evaluation of the LL-HSSP II.
The specific objectives of the evaluation are to:

  • Analyse the results and the specific objective(s) reached at the time of the evaluation, compared to what had been planned in the revised version of the Project Document (version B)
  • Analyse the results achieved in terms of capacity strengthening
  • Analyse the Project’s management and monitoring framework, with a particular attention
  • Confirm the validity of the Project focus and alignment compared to the Focus
  • Assessment taking into account the evaluation criteria and cross-cutting aspects
Description of Services: 

In order to achieve the mission’s objectives, the main activities of the project are:

  • Briefing with LuxDev HQ
  • Review of the project documents, progress reports, etc
  • Research for any other relevant documentation
  • Elaboration of questionnaires and evaluation forms for the different stakeholders
  • Briefing at the regional office in Laos/Vientiane
  • Meeting at the central level with different institutions involved
  • Field visit
  • Presentation of the mission’s main conclusions to the stakeholders
  • Restitution with LuxDev regional office, the project team, counterpart representatives and representatives from MoFA
  • End-of-mission meeting at LuxDev Headquarter with representatives of Luxembourg MoFA
  • Reporting
