Developed within the framework of the Belize Health Sector Reform Project, the BHIS is one of the most prominent HMIS in the region. Indeed, it could well be ranked as one of the most progressive systems among middle and high-income countries in terms of its complexity and level of use in the health sector. This system is a country-specific IT solution tailored to country requirements, and was first installed at the Karl Heusner Memorial Hospital in 2004, and has since 2008 been implemented in 33 health facilities, including public hospitals, polyclinics, health centres as well as private hospitals across the country.
Current TA is aiming at establishing and operationalising a Clinical Data Exchange Platform in line with a set of national standards and regulations, expanding the infrastructure of the current BHIS.
Detailed Description of Actual Services provided by the Company:
The services are provided in 3 components:
Component 1: Design and Implementation of the Clinical Data Exchange Standardisation and Regulatory Framework (SRF)
Standardised EHR Core Data Model/Database (CDM)
Standardised Electronic Health Records (HER) Core Electronic Medical Documents (EMD) mapped to the EHR CDM
Regulation/business logic for the EHR, the Clinical Data Exchange Platform (CDEP) basic e-health services, the EHR interaction with existing external EMR systems (BHIS and Registration and Activity Web Application (RAWA)), together with the regulation of information flows which take place with the transmission of the developed EMDs
Standards for the classification and identification of raw clinical data captured by any health information system, including the EHR, the BHIS and RAWA
Medical Reporting Regulation (MRR) developed together with a digitization plan prioritising forms and reports to be digitised and standardised as part of this contract in the form of EHR Attached Special Records (ASR)
Standardised EHR ASRs for the various uses specified in the Medical Reporting Regulation (MRR)
Component 2: Data Warehouse and Analytics (DWA) Standardisation and Regulatory Framework (SRF)
Specification of a full set of health and healthcare management information services required by the MoH and other stakeholders/beneficiaries, mapped to stakeholders/ users, including but not limited to epidemiological surveillance, billing and performance measurement/analytics.
Standardised registries mapped to their respective data sources and specific standardised parameters, which may include the EHR CDM as well as EHR ASRs.
Component 3: Knowledge transfer, training and support
Compliance with the SRF developed, drafted and adopted under Results 1 and 2, enforced during the implementation of corresponding platform components. Adequate assistance and support to the MoH to achieve this result provided.

Adequate knowledge transfer toward MoH specialists, and other consultants engaged in the project, effected to achieve the overall objective of this Contract can be demonstrated and based on the training needs assessment and available funding.
All national professionals/specialists employed by the MoH trained and certified in the advanced information technology fields/competences as per Appendix II of the ToR and based on the training needs assessment and available funding.
