The Community Social Infrastructure Project represents the first IBDR loan to the Russian Federation. The major responsibility for implementation lies with the oblast authorities. The project objectives are to prevent the further deterioration of educational, health, water supply and sanitation facilities, to improve the effectiveness of public resource management, to promote private sector development, to provide support to broad participation of non-governmental organisations (NGOs) in the decision-making process, to conduct monitoring and evaluation of the effectiveness of new financial and procurement practices, and to enable the regional Project Implementation Units and oblast health authorities to function independently.
The project had two components: (1) rehabilitation of facilities. This includes planning in healthcare, design of health facilities, and mechanics and electrical engineering for health facilities. An integral part of these processes would become the development of new standards and norms for the buildings of medical institutions, medical equipment, and policies in the sphere of health care. (2) institutional strengthening in management and administration of health facilities. This component encompasses the following activities:
- accounting in health care, nurse service management, introduction of health care reform programmes
- human resources development and training, laboratories, and management of health facility economic activity.
Several study tours for the health managers from Novosibirsk and Oblast had been organised in different EU countries.
