Objectives of the project:

 

The objective of the tendered service package is to support the implementation of the Reproductive and Family Health Programme (Projet de Santé Réproductive et de la Famille) (PSRF) in Guinea. The contractor will a) provide structural support to the programme and b) contribute to the achievement of indicators by implementing specific activities.

The contractor will support the implementation of the module structurally throughout the whole implementation period in the following areas:

  1. Planning, monitoring and evaluation (M&E) and reporting,
  2. Development of further project proposals,
  3. Development of information material and fact sheets, and
  4. Technical support.

The contractor is responsible for the implementation of selected activities under five outputs of the PSRF. He will contribute to the outputs and the respective indicators by providing services in the following work areas:

  • Work area 1: Better performance of the Ministry of Health with regard to human resource management and sector coordination,
  • Work area 2: Improving the quality of health services,
  • Work area 3: Improve the sustainability of community-based health workers,
  • Work area 4: Improving sexual and reproductive health services for young people,
  • Work area 5: Improving the information management systems of the MoH, and
  • Cross-cutting activity: Implementation of 2 KAP-surveys.

Expert profiles:

 

All experts

  • must be fluent in French and, depending on the position, fluent in English and/or German,
  • must have practical working experience in Sub-Saharan Africa and/or West Africa, preferably in francophone African countries and Guinea, and
  • must have at least 3 years professional working experience in development cooperation projects.

 

In addition, depending on the position, the experts must have the following qualifications:

 

International experts pool manager (120 days on part-time basis)

  • Education/training: University qualification (German ‘Diplom’/Master) in public health, Social Sciences, Management, Development or related field
  • 15 years of professional experience in the public health sector
  • 10 years professional experience in managing health programmes
  • Leadership/management experience: 6 years of management/leadership experience as project team leader or manager in a company or organization
  • Other: Knowledge of Capacity WORKS, experience in financial management

 

Two long-term experts: Structural programme support (170 and 130 days)

  • Education/training: University qualification in Medicine, Public Health, Social Sciences
  • General professional experience: 1 expert with 15 years’ work experience in the international health sector; 1 expert with 7 years’ work experience in the international health sector
  • Specific professional experience: 1 expert with 10 years of experience in M&E of health programmes; 1 expert with 5 years’ work experience in health systems strengthening
  • Leadership/management experience: 1 expert with 5 years of experience in programme management; 1 expert with 3 years of experience in programme management

 

Two short-term experts: Improving the Human Resource Management of the MoH (80 days in total)

  • Education/training: 1 expert with university qualification in Organizational Development, Human Resources, Management or equivalent; 1 expert with university qualification in IT systems, communication sciences or equivalent
  • General professional experience: 1 expert with 10 years of work experience in conducting institutional audits of health Directorates; 1 expert with 5 years of work experience in setting up and administering human resource software systems
  • Specific professional experience: 1 expert with 5 years of experience of institutional audits of human resources Directorates of MoH in Sub-Sahara Africa; 1 expert with 2 years of work experience with the software iHRIS

Two short-term experts: Improving the information management systems of the MoH (77 days in total)

  • Education/training: 2 experts with university qualification in IT technology, communication sciences, or equivalent, professional experience implementation of knowledge management systems supported by IT applications and technologies
  • General professional experience: 2 experts with 7 years of work experience in creating and setting up websites and knowledge management systems in resource-poor settings
  • Specific professional experience: 1 expert with 5 years of experience in working with web technologies such as PHP, MySQL, HTML 5, Javascript, CSS, Ajax, etc.), implementing “heatmaps” on websites associating a database; 1 expert with 5 years of experience as a web-database developer and with excellent knowledge of working with NetFramework, JavaScript, HTML and Oracle

 

One short-term expert: Improving the quality of health services (35 days in total)

  • Education/training: University qualification in Medicine (gynecologist or pediatrician) preferably in combination with Public Health
  • General professional experience: 10 years of experience in maternal and neonatal health programmes
  • Specific professional experience: 5 years of experience in conducting maternal and neonatal deaths audits

 

One short-term expert: Improving the sustainability of community health workers (50 days in total)

  • Education/training: University qualification in Economy, Health Financing
  • General professional experience:  10 years of work experience in conducting research in the field of economy/ health financing in the international health sector
  • Specific professional experience: 3 years’ work experience in research on community health and financing

 

One short-term expert: Improving sexual and reproductive health services for adolescents and young people (70 days in total)

  • Education/training: University qualification in Public Health, Social Sciences or equivalent
  • General professional experience: 5 years of work experience in the design and implementation of SRHR activities
  • Specific professional experience: 3 years of experience in implementing the CTC ( Connais ton Corps) approach

One short-term expert: Cross-cutting activity: Implementation of 2 KAP-surveys (2 x 35 days, 70 days in total)

  • Education/training: University qualification in biostatistics, epidemiology or equivalent
  • General professional experience: 10 years of experience in conducting epidemiological surveys
  • Specific professional experience: 10 years of experience in using statistical data analysis tools such as SPSS, SAS
  • Leadership/management experience: 5 years of managing survey teams
