Description of Project: 

Malawi continues to face challenges in the delivery of the Essential Health Package (EHP) services to the population. The project contributes to the overall goal of the German Development Cooperation of supporting the Malawi’s Health Sector Strategic Plan.

The project will focus on rehabilitation, extension and new build and equipment procurement measures in line with the identified needs of the selected healthcare facilities with the aim of improving their overall functionality in terms of increasing the accessibility and availability of EHP services.

EPOS has been contracted by KfW to provide the necessary assistance to the Project Execution Agency (PEA) i.e. Ministry of Health, Government of the Republic of Malawi as well as the relevant stakeholders at zonal, district and facility level towards achievement of the project objective of improving the provision of basic health services at Mzuzu Health Centre and other selected health centres in the Northern Health Zone of Malawi.

Description of Services: 

The project consists of three main components viz.:

  1. Infrastructure and equipment measures at Mzuzu Health Centre
  2. Infrastructure and equipment measures at selected Public Rural Health Facilities
  3. Support in project implementation

The technical assistance provided by EPOS to the PEA is lodged within the current health sector strategic plan and aimed to facilitate achievement of the envisaged outputs. To this end, the following services are being provided by EPOS:

  1. Facilitate establishment and mobilisation of the PMU

  2. Review and critical assessment of the project design and elaboration of an operational plan

  3. Infrastructure and equipment needs assessment of Mzuzu Health Centre and the selected Public Rural Health Facilities in the Northern Health Zone (including functional planning)

  4. Preliminary and detailed designs for rehabilitation and construction works in the project health facilities

  5. Preparation of tender document and tendering of construction/ rehabilitation works

  6. Supervision of civil works and contract management

  7. Commissioning of infrastructure including capacity building towards preventive maintenance of infrastructure

  8. Procurement, installation monitoring and commissioning of medical and non-medical equipment including capacity building for equipment operations and preventive maintenance

  9. Management of the KfW disposition fund

  10. Overall project planning, implementation monitoring and evaluation
